Bomb bags can be upgraded in the following sequence. However working with the materials is very tricky and not every town has a crafter with the required skills.

Level 1 “Small Bomb Bag” 20 Rupees Can hold up to five normal bombs
Level 2 “Bomb Bag” 50 Rupees Add room for an additional 15 bombs (total: 20)
Level 3 “Big Bomb Bag” 100 Rupees Add room for an additional 30 bombs (total: 50), and increases to size 3
Level * “Pocketed Bag” 50 Rupees  Adds the ability to also carry 5 bombchu and can be added at any level
